These spheres are made from fiber optic material.  Fiber optics, which is used in the communication fields for the transmission of signals or transmission of light is man made from glass fibers.  These spheres are made from this type of material; hence you can actually see through them when looking in the direction in which light or sound would travel, and they create a cat’s eye effect when looking at it from the side or across the direction of the fibers.
